Collaborating with OMA

OMA embodies a new type of organization; one that harmonizes disparate industry activities and accelerates the delivery of mobile service enabler specifications and interoperability testing. In this role, OMA has embraced the objective of reducing fragmentation in the mobile standards industry. To effectively accomplish this, OMA has established two distinct programs, the OMA Affiliate Integration Program and the OMA External Liaison Program. These programs allow OMA to embrace the entire mobile industry either by working to integrate the work of other organizations into the OMA Technical Plenary Working Groups or by building formal relationships with other standards bodies or similar type organizations.

OMA External Liaison Program

OMA has a very broad and unique goal of creating interoperable specifications for mobile applications, putting together elements of solutions coming from many sources, and focusing on quality and interoperability of the resulting specifications. OMA is not alone in its role of establishing standards, and recognizes the importance of working with other organizations that perform similar or complimentary activities. To assist in this effort, the OMA External Liaison Program works to establish relationships with outside organizations and standards bodies to ensure broad industry participation. Organizations can work with OMA in one of two ways, either by establishing a Cooperation Framework (CF) with OMA which includes a set of guidelines agreed (but not formally signed) by OMA and the external organization or, by engaging in a Cooperation Agreement (CA) where there is formally signed agreement in place between the external organization and OMA.

The OMA Affiliate Integration Program

In an effort to minimize fragmentation in the market, the OMA Affiliate Integration Program works to subsume the work of other external organizations whose work substantially overlaps with the work being carried out within OMA or within OMA's scope of work. The consolidation of these organizations promotes end-to-end interoperability across different devices, geographies, serviced providers, operators and networks.

A year into the formation of OMA, significant consolidation has already been achieved with the integration of the WAP Forum, Location Interoperability Forum (LIF), SyncML Initiative, Multimedia Messaging Interoperability Process (MMS-IOP) , Wireless Village, Mobile Gaming Interoperability Forum (MGIF), and the Mobile Wireless Internet Forum (MWIF) into OMA.
